ZATCA Phase 2, and done with it

Signing on the device itself, clearance for standard invoices, reporting for simplified ones, an unbroken hash chain — and all of it continuing when the line drops.

What the system issues

Four documents, four paths

Phase 2 is not one thing. These are the four documents, and what happens to each.

Standard invoice (B2B)

Cleared with ZATCA before it is issued to the customer. An uncleared invoice is not handed over.

Simplified invoice (B2C)

Signed locally and printed immediately, then reported within 24 hours. This is the one that comes out during an outage.

Credit note

For a return or refund, referencing the original invoice’s UUID.

Debit note

For an upward adjustment, carrying its reason on the document.

The real difference

Cut the line. Keep selling.

Most systems say they work offline and mean they save the sale to send later. Here is what actually happens in Wameed when the line drops.

  1. 1

    The network drops

The status bar appears. Nothing else on the screen changes.

  2. 2

    The cashier keeps scanning

The catalogue, prices and promotions are all on the device. Even the discounts run through the same engine.

  3. 3

    The invoice is signed locally

The private key is in the OS secure store. A simplified invoice is signed inside the legal 24-hour tolerance.

  4. 4

    The receipt prints in full

With the nine-tag QR. It is a legal invoice, not a placeholder slip.

  5. 5

The network returns and the queue drains

Transactions first, then stock, then the catalogue. Each row is acknowledged before it is cleared.

The specifics, plainly

If your accountant or technical adviser asks what exactly is implemented, this is it.

  • Structurally valid UBL 2.1 XML
  • ECDSA signatures in XAdES-BES
  • The Phase 2 QR with all nine TLV tags
  • An unbroken invoice hash chain (PIH)
  • EGS device provisioning and certificate lifecycle
  • The private key in the OS secure store, never in the database
  • A retry engine with escalating backoff for pending and rejected invoices
  • An archive keeping the signed XML and ZATCA’s response for every document

A limit we state out loud

The automatic sweep covers pending and rejected invoices only. An invoice carrying a warning, or one a person has excluded from submission, is never sent automatically — that exclusion is a human decision and stays one.

ZATCA questions

What merchants ask

Straight answers, with no “speak to sales” in place of one.

  • Yes, natively. Wameed produces UBL 2.1 XML invoices with the previous-invoice hash chain, signs them with a production certificate held on the device, generates the Phase 2 QR including the hash, stamp and public key, and reports simplified invoices within the 24-hour window. Standard B2B invoices go through clearance.

Simplified vs standard tax invoice: which one are you issuing?

Getting this wrong is the most common Phase 2 mistake. The two invoice types follow different flows, carry different fields and have different deadlines — and your POS must choose correctly at the counter.
